Article One - Imperium Law – General Information
Imperium Law has been put in place to ensure the safety, security and prosperity of the Chiss Imperium and its allies. Imperium Law applies to all members of the Chiss Imperium and Nationalized Member Groups, regardless of branch and position.

Imperium law is enforced by three main authorities. These are; the Chiss Security Bureau (CSB), the Office of Criminal Investigations (OCI) and, to a lesser degree, Chiss Intelligence Agency (CIA).

Chiss Security Bureau – The CSB is charged with ensuring that members serving within the Imperium (Internal branches, such as the Armed forces) adhere to Imperium Law, as well as enforcing law within the Imperium’s boarders. They also arrest and hold offenders, and ensure that justice is done within the Imperium. Members of the Imperium who commit a crime are to be reported to the CSB.

Office of Criminal Investigations – The OCI ensures that Imperium Law is recognized and adhered to with regards to Chiss Citizens, and civilians on conquered worlds. The OCI acts as a civilian law enforcement department.

Chiss Intelligence Agency – CIA works alongside the CSB and OCI to ensure Imperium Law is carried out, as well as their normal duties.

The Chiss Expansionary Defense Force also ensure the Law is followed within their branches. Military members may be court marshalled for minor offences.

Definitions

Chiss Imperium – The governmental body which is currently ruling the planet Csilla, under the command of Imperator Kel of the Nuruodo family.

Member of the Imperium – Anyone who is currently in the service of the Chiss Imperium, regardless of branch, rank or position.

Chiss Citizen – Anyone who is not part of the Chiss Imperium itself, but resides in the territory of the Imperium and has registered for Chiss Citizenship.

Ascendancy Law
– The laws, rules and regulations set down by this document, and also by the Holonet Restrictions.

Article Two – Laws of the Imperium – Civil Laws
Imperium Law in enforced by the branches described above. The Chiss Expansionary Defense Forces also play a part in enforcing the law. Consuls are the supreme authority in their colony. They act as judges at trials held, and may pass sentence without a jury should they so wish, unless a Regent or an assigned proxy intervenes. All offenders are assumed to be guilty of their offence, until proven beyond doubt that they are innocent.

• Smuggling: The act of transporting any unauthorized ships, vehicles, materials, substances, resources, weapons, armour, life forms, sentients and any other items deemed illegal by the Imperium.

• Possession of Stolen Property: Having property in your possession which is known or believed to be stolen.

• Kidnapping: Unlawfully seizing and detaining a sentient being, with or without a demand of any kind of ransom.
[First Degree] The attempt, or successful execution, of kidnapping a member of the Imperium.
[Second Degree] The attempt, or successful execution, of kidnapping an Chiss Citizen.
[Third Degree] The attempt, or successful execution, of kidnapping a sentient being.


• Hijacking: The unauthorized seizure of a ship or vehicle without permission.
[First Degree] The attempt, or successful execution, of hijacking a ship or vehicle which is property of the Imperium.
[Second Degree] The attempt, or successful execution, of hijacking a ship or vehicle which is property of an Chiss Citizen.

• Piracy: The attempt to hijack a ship and ransack it of any of its contents.
[First Degree] The attempt, or successful execution, of piracy against the Imperium.
[Second Degree] The attempt, or successful execution, of piracy against an Chiss Citizen.


• Illegal Parking: The unlawful or unsanctioned landing or parking of a starship, star fighter, vehicle, or freighter without proper notification or consent from the person or persons owning the respective landing zone or airspace.
[First Degree] Illegal Parking within an area owned or reserved for use by the Imperium, or declared off limits.
[Second Degree] Illegal Parking within an area privately owned by an Chiss Citizen.


• Possession of Contraband: The possession of items, substances etc. which have been deemed as contraband by the Chiss government.

• Slicing: The attempt, or successful execution, of illegally accessing a computer system, databank or any other medium.
[First Degree] The attempt, or successful execution, of slicing computers of the Imperium.
[Second Degree] The attempt, or successful execution, of slicing computers owned by an Chiss Citizen.


• Forgery: The fradulent reproduction/editing of any document, identification card, signature etc.
[First Degree] Forging any document, identification card, signature etc. of a Regent, Consul, or a member of the Interim Ruling Council.
[Second Degree] Forging any document, identification card, signature etc. of an officer of the CDEF.
[Third Degree] Forging any document, identification card, signature etc. of any member of the Imperium not covered in the First or Second Degree.
[Fourth Degree] Forging any document, identification card, signature etc. of an Chiss Citizen.[i]

• Unauthorised/Illegal possession and/or use of a weapon: Possessing/using any kind of weapon in a zone where weapons are unauthorized without special permission, or possessing/using a weapon when it is illegal to do so.

• Theft: Taking property from another with or without the threat of/use of violence.
[i][First Degree] Theft directly against the property of the Chiss Imperium.
[Second Degree] Theft directly against the property of an Chiss Citizen.


• Trespassing: The unauthorized entering of a facility, area or vessel that is privately owned, Imperium property or has been deemed off-limits by the Chiss Government.
[First Degree] Trespassing directly on areas and facilities owned by/under the protection of the Imperium.
[Second Degree] Trespassing directly on areas and facilities owned by an Chiss Citizen.


• Burglary: The unauthorized entering of a facility with intent to steal property.
[First Degree] Burglary against the Imperium and its property.
[Second Degree] Burglary against the an Chiss Citizen and his/her property.


• Embezzlement: The unlawful taking of property/credits which have been entrusted to the offender.
[First Degree] Embezzlement against the Imperium and its property.
[Second Degree] Embezzlement against an Chiss Citizen and his/her property.


• Assault: Intentional infliction, or attempted infliction, of injury upon another being.
[First Degree] Assault against the a member of the Interim Ruling Council.
[Second Degree] Assault against an officer or member of the CEDF, whether on duty or off duty.
[Third Degree] Assault against an Chiss Citizen.


• Arson: An attempt or act to destroy the property of another person or corporation, or yourself, by means of explosion and/or incendiaries.
[First Degree] Arson against the Imperium and its property.
[Second Degree] Arson against an Chiss Citizen and his/her property.


• Perjury: Making a statement which the being knows to be false/misleading during a trial in an Imperium Court.

• Sedition: Making a negative comment, speech, broadcast or impression against the Imperium and its laws, beliefs and ideology, a Regent, or a member of the Imperium.

• Civil disorder: Any person or persons who cause disorder within the Aristocra, using provocative language, gestures or material.

• Breach of the Peace: Any person or persons who cause disorder within the Imperium, using force or violence.

• Rape: Forcing any person within the borders of the Imperium to submit to any sexual act against that person's will. Punishable by death.

• Prostitution: Offering one’s self, or offering another person/people, for sexual acts in return for goods, money, services, favours etc.

• Statutory rape: Having sexual intercourse with a chiss who is below the legal age of consent (Twenty One years of age).

• Under-age consumption of intoxicating products: Consuming any product which may be intoxicating (for instance, alcoholic beverages) under the legal age. (Twenty One years of age).

• Inappropriate inter-species relations - Being involved in any kind of relationship (especially sexual) with a member of another species. Chiss mixing with near-chiss is acceptable, provided no pregnancy occurs.

• Vandalism: Damage to, disposal of, and/or defacing to property not owned by the individual committing the act.
[First Degree] Vandalism of any property which belongs to the Imperium.
[Second Degree] Vandalism of any property belonging to an Chiss Citizen.


• Extortion: The action or attempt to illegally subvert the Imperium Legal System, so as to obtain something for personal gain.

• Solicitation: The act of encouraging/advising/threatening another to break Imperium Law.
[First Degree] Solicitation of a High Crime – Encouraging others to commit a High Crime against the Imperium or an Chiss Citizen.
[Second Degree] Solicitation of a Crime – Encouraging others to commit a regular crime against the Ascendancy or an Chiss Citizen.
[Third Degree] Failing to report a crime which has taken place or is being planned to take place against the Imperium or an Chiss Citizen. (Note: This may be moved to First Degree should it involve a High Crime).


• Fraud: Using deception and/or deceit to secure or acquire something for your personal gain.
[First Degree] Fraud against the Imperium.
[Second Degree] Fraud against an Chiss Citizen.


• Bribery - Attempting or successfully carrying out the attempt to persuade or influence a member of the Imperium by offering an incentive. Those who accept bribes will be punished also.
[First Degree] Attempting to bribe a member of the Interium Ruling Council/accepting a bribe whilst serving the council.
[Second Degree] Attempting to bribe any non-family member with a rank of O-9 or above, or leaders/members of the upper echelons of nationalised companies, governments and other groups/accepting a bribe whilst serving in any of these positions.
[Third Degree] Attempting to bribe any other member of the Ascendancy, irrespective of branch, position etc. This also covers members of nationalised companies, governments and other groups/accepting a bribe whilst serving within the Imperium.


• Manslaughter: Partaking in any action that indirectly causes the death of another or the direct accidental killing of an individual by another without premeditation or malice aforethought.
[First Degree] Committing manslaughter against a member of the Ascendancy.
[Second Degree] Committing manslaughter against an Chiss Citizen.


• Slavery: The possession of sentient beings who are kept against their will and forced to work for the benefit of their 'owner'. Note: Criminals give up their right as a sentient when they commit a crime. They may be used for slave labour if the Ascendancy so wishes.
[First Degree] Illegally enslaving a member of the Imperium, or an Chiss Citizen.
[Second Degree] Illegally enslaving another Chiss being.
[Third Degree] Illegally enslaving a species designated as “Near-Chiss” by the Imperium.
[Fourth Degree] Illegally enslaving any other sentient being, provided the sentience is recognized by the Imperium.


• Murder: The unlawful killing of an individual by another with or without prior planning.
[First Degree] The murder of any member of the Imperium.
[Second Degree] The murder of any Chiss Citizen.


Article Three – Laws of the Imperium – Internal Law
The CEDF branches have an additional set of laws to adhere to, which are listed in this section. It is the job of the branch commanding officers and executive officers to ensure that these laws are followed, and anyone found breaching them is reported to the Chiss Security Bureau.

• Insubordination: The act of deliberately disobeying an order from a superior officer.
[First Degree] Disobeying an order directly from the Imperator.
[Second Degree] Disobeying an order from a member of the Ruling Council.
[Third Degree] Disobeying an order from your direct superiors (Regardless of their status as an Officer or Enlisted member of the Imperium.)


• Absence Without Leave: Failing to report for duty, without requesting leave from the offender’s commanding officer..

• Disrespect towards a superior: Showing disrespect to someone within the CEDF of a senior rank and/or position than yourself.
[First Degree] Showing disrespect towards the Imperator.
[Second Degree] Showing disrespect towards a member of the Ruling Council.
[Third Degree] Showing disrespect to any other superiors within the Imperium.


• Non-compliance with Imperium Law: A member of the CEDF who intentionally fails to comply and/or enforce the laws set down in this document.

• Intoxication whilst on duty: Any Chiss found intoxicated whilst on duty. Intoxication includes substances such as alcohol or spices.

• Duelling a fellow Chiss: Any Chiss found to be threatening or carrying out physical violence against a subordinate member of the Imperium.

• Assault of a superior: Any Chiss found to be threatening or carrying out physical violence against a member of the Imperium with superior rank, position or authority.
[First Degree] Assaulting the Imperator.
[Second Degree] Assaulting a member of the Ruling Council.
[Third Degree] Assaulting any other superior officer.


• Conduct unbecoming of an Chiss: Any member of the CEDF who shows conduct which is though of as impolite or incorrect behaviour of a member of the Imperium.

• Desertion: Any member of the CEDF who, without authorization, goes or remains absent from their unit or place of duty and intends to do so permanently, or leaves their unit or place of duty to avoid a hazardous task or mission.


Article Four – Laws of the Imperium - High Crimes
High Crimes include crimes against the upper echelons of the Ascendancy, and major crimes such as those against a Imperator, his family and his subjects. Any normal crime may be increased to a High Crime, should the victim be a high ranking, important member of the Imperium.

Offences:

• High Treason: The act of attempting to overthrow a Imperator and/or his family.

• Treason: The act or attempt to betray and/or defect from the Imperium. Membership in a terrorist or anti-chiss group also constitutes to treason.

• Assassination: The act of or attempt to murder a member of the Ruling Council, member of a ruling family or any officer at rank grade O-9 or above by a surprise attack.

• Espionage: The act or attempt to transfer sensitive, classified, official, or similar Imperium documents and information on the behalf of a foreign entity, on the behalf of a separate entity or organization, or for the personal use of the individual. This also includes the transfer of any star ships, star fighters, freighters, vehicles, weapons, items, droids, credits and other property.

• Spying: Successfully or unsuccessfully infiltrating the boarders of the Imperium, and posing as an Chiss Citizen, or member of the CEDF, to gather information, perform acts of sabotage or commit other crimes against the Imperium. Punishable by death.

• Aiding the enemy: Any member of the Imperium, or Chiss Citizen, who aids or attempts to aid an enemy of the Ascendancy in any way.

• Conspiracy: Participation in any group or alliance (secret or not) or planning (alone) to undermine, damage, subvert or take over the Chiss Government, or to plan a crime of any sort against the Imperium, a member of the Imperium, or an Chiss Citizen.

• Impersonation of an Chiss Official: Any person, including persons employed by the Ascendancy, who attempts to impersonate an Chiss Official for any reason.

• Crimes against the Imperator: Any of the crimes described within this document performed directly against the Imperator.

• Breach of the Chiss Oath: Breaching the Chiss Oath which all members of the Imperium are subject to in any way

• Terrorism: The use of violence, fear and intimidation to achieve a political goal that is in conflict with the Imperium, its policies, goals and ideology.

• Subscription to Dangerous Ideologies: Agreeing with any ideology, principle, opinion, philosophy or belief which are contrary to those of the Imperium.

• Obstruction of Chiss Justice: Any action or attempted action that may interfere with the carrying out of Chiss Justice as laid down in this document.

• Resisting arrest: The attempt or successful attempt to resist being taken into Chiss Custody.

• Cloning: The act or attempt to clone any living thing without express permission from the Imperium.

• Harbouring/aiding a fugitive: Any action which may help or aid a criminal in any way, or providing food, shelter, equipment etc to a criminal.

• Refusal to cooperate with Chiss Authorities: The refusal to perform the actions required by the Chiss Authorities listed in Article One of this document.

• Acts of War: The action or attempted action which may be seen as an act of war against the Imperium. This may be on behalf of another group.

Article Five – Punishments
A criminal who breaks Imperium Law is to expect his/her apprehension and punishment. Some punishments used by the Ascendancy are listed below.

• Fine - The Ascendancy may forcibly take credits, vehicles, ships and other items of value from the offender to make up for the crime he or she committed.

• Demotion: Demoting the offender to a lower rank. The rank which the offender is demoted to depends on the crime they commit.

• Reprimand: A formal reprimand. May be broadcast to all Chiss.

• Censure: A formal reprimand, broadcast over the Galactic Holonet.

• Suspension: Temporary removal from the offender’s rank, privileges and position. The length of the suspension is judged by the severity of the offence.

• Severance: A suspension, except all activities with the Imperium and the offender are temporarily cut. Again, the length of suspension is judged by the severity of the offence.

• Detainment: The offender is detained in an Chiss prison facility. Once again, the length of this punishment is judged by the severity of the offence.

• Forced labour: An extension of “Detainment”. The offender is placed in a prison facility, and takes part in forced labour.

• Exile: The offender is banned from the Imperium, all it's sectors, territories, colonies and protectorates. The offender is never allowed to return, unless pardoned. Should they do so, then they will be terminated upon sight.

• Execution: The offender’s life is terminated by Chiss Authorities.

Note that the Imperium Courts reserves the right to sentence criminals with a punishment that is not listed in this document.

Article Six – Application of Imperium Law
Imperium Law is applied to the entire Imperium, its sectors, territories, colonies and protectorates. All members of the Chiss, and citizens within the boarders of the Imperium, are subject to these laws. Note that some of these laws do not apply to members of the Chiss authorities making an arrest. Should a sentient who has offended in Chiss space flee to another government’s space, the Imperium reserves the right to extradite the offender back into the Chiss boarders for trial. Force will be used if necessary.

Article Seven – Reporting a crime and Citizen’s Arrest
Members of the Imperium, and citizens in Chiss-governed territories, are to report any violations of Imperium Law to the CSB immediately. Their duty ends with this report. The CSB, and other organizations concerned, will carry out the investigation. Chiss Citizens have the right and privilege to arrest someone they believe to have broken Imperium Law (Citizen’s Arrest). There are, however, limitations:
• The offender is to be kept with the Chiss Citizen no longer than necessary.
• The crime is to be reported to the Imperium authorities as soon as possible, along with the location and condition of the offender, and any other information the authorities require.
• The offender may only be subjected to violence required to keep the offender in custody.
It is recommended that Chiss Citizens only arrest offenders who have committed minor offences. Citizens should try to avoid criminals which the Imperium has deemed as dangerous. These offenders should not be approached, but reported to the Chiss Security Bureau at the first opportunity.

Article Eight – Droids
All droids must be registered with your local OCI office. Citizens may only possess droids which have no weapons or long-range sensors whatsoever. Also, droids owned by citizens may not contain long range transmitters. Droid which are specifically designed for combat, assassination, sabotage and other malicious intents are completely banned. Droids designed for medical use, or heavy lifting are limited and must be regularly reported and scanned by your local OCI office in order to detect any illegal programming or devices. Droids used for translation, household chores, minor repairs and service are to be registered, but provided they are an Chiss-approved model, they only require a yearly scan. Note that scans are random: An OCI official may decide to scan your droid at any time.

Article Nine – Weapons
Privately-owned weapons are banned under Imperium Law. No citizen should need to own a weapon. However, for those who do need weapons to perform their jobs, a license may be requested from the Chiss Security Bureau. Please contact your local office for details. Note that licenses will only be given for blaster pistols and hunting weapons.

Article Ten – Media and Culture
The Galactic media is to be controlled by the Coalition for Information. The Coalition for Information decides if items are acceptable for publication. The Chiss Security Bureau and/or Chiss Intelligence Agency may remove content should it be seen as a security risk.
Art, science, justice, education and commerce are controlled by the Coalition for Progress. The Coalition for Progress monitors these areas, and will use any methods necessary in order to protect the interests of the Imperium and its citizens. Again, the CSB or CIA may remove content which poses a security risk. The Chiss Security Bureau has introduced a set of ‘Categories’, which are used to judge various aspects of media and culture.

Category One – Banned
Work placed in Category One is seen as degenerate, completely unacceptable and/or offensive to the ruling families or the Ascendancy and is therefore banned. The producer of such work appears before a court to explain their work, and is punished accordingly.

Category Two – Unsuitable
Work placed in Category Two is seen as mainly unsuitable for mainstream viewing, but may be viewed by a restricted group of individuals. This category is has also picked up the name “Scarlet”. Much of this work may be heavily censored.

Category Three – Moderate
Work placed in Category Three is seen as mainly acceptable for Chiss Culture. It is not hostile to the Imperator or the Imperium, but may not be completely pro-chiss/neutral. Therefore, some aspects may be censored.

Category Four – Acceptable
Work placed in Category Four is mainly pro-Imperial work, and is allowed into mainstream media with very little/no censorship. The work is available to be viewed by all Chiss Citizens.

Category Five – Pro-Chiss
Work placed in Category Five is pro-Chiss, and is allowed into mainstream media with no censorship whatsoever. Creators of work in this category are often rewarded for their contribution to Chiss Culture.

Article Eleven – Trials
All criminals charged with these laws will be put on trial. The trials may be made public, should the Chiss Court decide it to be.

There are three types of court within the Imperial Judiciary System – civilian, military and supreme.

Civil: Planetary Court > System Court > Sector Court > Chiss Supreme Court

Military: Branch Court > Military Court > Chiss Supreme Court

The Chiss Supreme Court would be presided over by the Chief Justice. A Aristocra, or a proxy assigned by the Imperator, may preside over a trial in the Supreme Court if necessary.

Civil Courts
Usually deal with breaches of Civil Law (Article Two), but may deal with Internal Law (Article Three) if it is directly linked to the Governor’s sector.

Military Courts
Deal with matters within the Military. The Branch CoS may try their own members for minor crimes (set down in Internal Law). The Military Court deals with other crimes within the Military (for example, if a Military officer murders another officer, this will be dealt with by the Military/Supreme Court).

Supreme Court
Deals with major crimes (All High Crimes are passed through the Supreme Court). May also overturn decisions by lower courts, but must have a valid reason. May retry those tried under lower courts, if new evidence has come to light. Also deals with trials of Branch COs, OCI members not assigned to sectors, members of an Imperium Ministry, members of the Imperium Inquisition, members of the Chiss Intelligence Agency not assigned to sectors, members of the Chiss Marine Corps not assigned to sectors, Governors, The Military Chief of Staff, Grand Admirals/Generals/Marshals, Lord Admirals/Generals Marshals, and any other department not specifically mentioned.

During a trial, should the accused fail to turn up, they are to be judged as guilty by default, and punished accordingly.

Article Twelve – Planetary Security Procedures
For the safety of all Chiss citizens, certain measures have been taken across Imperium space to prevent unauthorized aliens, criminals and terrorists from gaining access to restricted, commercial and/or residential zones.

Standard Planetary Security Procedures
With the exception of a few worlds, the process for landing on Ascendancy planets is quite simple. While in orbit of an Imperium world, the freighter, fighter or smaller sized capital ship must hail the defence platform closet to them which will then relay the request to the spaceport control centre closest to the visitor's destination and give said visitor their clearance and landing coordinates along with a flight path. If there is no defence platform yet constructed, the visiting craft may directly communicate with the spaceport closest to their desired location. Deviation from the transmitted flight path, as well as ignoring this procedure, will result in the visitor being intercepted by Chiss star fighters as well as receiving fire from ground emplacements. All vessels are constantly tracked by facilities across all Imperium worlds.
Once landed, vessels will be searched and scanned. Crew and passengers will be photographed; DNA samples will be taken and then be registered along with their names and the collected data. All will be cross checked with the Imperium Database. Should there be any causes for concern or possible problems, the person(s) in question will be detained and interrogated.

Leaving Imperium Worlds
All the above procedures are done in reverse when one is departing an Imperial world. Cargo is again checked and the vessel scanned as well as DNA and identification checked before a vessel is allowed to leave the local area of any Ascendancy planet. Failure to follow these procedures will forfeit all rights as a citizen of the Imperium or any other body and will result in at least one year imprisonment.
The Imperium reserves the right and privilege to search and/or seize any vessel within its space for any reason, with or without provocation. By entering Imperium space, all parties agree they are subject to Imperium Law and the edicts of the Imperator and his proxies.

Article Thirteen – Martial Law
Should severe problems be caused on a planet, in a system or sector, Martial Law may be declared by the sector Consul, or the Imperator. Martial law allows the military to take over law enforcement, along with the Chiss Security Bureau. OCI and CIA also play parts in maintaining law and order. During martial law, citizens may be arrested and held without trial, and sentients caught partaking in a criminal act are liable to be terminated upon sight.

The governor may declare martial law over any of the planets/systems in his sector, should he see fit. A sector-wide martial law may be put into place, should the need arise. Martial law within the governor sector may be declared for any reason.

A Consul may declare martial law over any planet within the Ascendancy, for any reason. An Galaxy-wide martial law may be declared, should the Chiss Government feel it to be necessary.

Article Fourteen – Maintenance of Imperium Law
The Imperium reserves the right to alter, add, remove and otherwise edit these laws as it sees fit. Notice will not be given.
