Greetings, citizens of the Nespis Republic and President Stresemann. I hope you are all having a pleasant day, and I certainly hope this announcement won't do anything to impact that. However, as this course of action affects you all, I feel it necessary to inform you.

Almost two years ago, the Republic was quite different. It teetered on economic collapse, to the point where then-President Sienar almost went to war with the Galactic Alliance. Fortunately, disaster was averted when the President met with Imperial representatives and we agreed to donate a portion of our weekly income to your government.

Since that time, the Nespis Republic has expanded and improved her economic standing, obtaining a good measure of self-sufficiency, mostly funded by the agreement between the Empire and Nespis. To this very day, we have sent to your government a sum ranging from around a half-billion to almost two billion credits, and done so gladly. We do not shirk from assisting an ally when possible.

Sadly, it no longer is possible for the Empire to continue such an expenditure. The costs of securing our borders, as well as preparing for the nigh-inevitable war against the Rebellion have severely strained our funds, and as of today, they are near the breaking point. As much as we'd like to continue to help support the Republic financially, it's no longer feasible. After today, no further payments will be sent to the Republic.

Please understand that we do this out of necessity and not spite. Nespis is counted among our closest allies, and we wish to remain such. Unfortunately, war is not a cheap enterprise, and the Alliance seems bent on ensuring one takes place. But I digress... should it become necessary or possible again for the Empire to send funds to Nespis, we will do so, but at present, with the current economic standing of the Republic and waning coffers of the Empire, it's no longer necessary or possible for us to continue to do so.

A good day to you all; may this minor inconvenience to the Republic not affect you for ill.

Then stop it, you fool. If you'd just agree unconditionally, then perhaps a dozen million lives could be saved before this war begins. You are entirely responsible for the war at this time.

And besides, considering no major battles (almost no minor battles as well) have been fought, how can this "inevitable" war be so costly?

War costs a fortune before a shot is even fired. There are wages to be considered, including deployment and danger bonuses, maintenence of the weapons of war, manufacture of more to secure possibles holes in the defense net that may have been overlooked in times of peace. There are upgrades to defenses and such.

I would almost go as far as to suggest that the most expense during a war occurs before the first shots are fired.

That makes two governments, so hopefully this war will not kill more than the soldiers who fight and those regretable accidents that come with invasions.... so maybe dozens of millions is possible after all.
