Situated in a picturesque reef at the bottom of the ocean, Amnesty Underwater is the underwater equivalent of a sprawling mansion. The security forces here are completely unarmed. They are instead highly trained in martial arts.
Amnesty Underwater can only be reached by a fleet of five lavish, computer operated submarines, each capable of transporting fifty guests, all with private rooms.
