I finally convinced my mom to let me rent the original Star Wars movie (I haven't seen it in forever) and I noticed at the part when Luke goes home from the sandcrawler, it shows two skeletons sprawled on the doorstep. Now I'm sure most people will agree that anything that would turn someone into a skeleton is more complicated and bothersome than simply shooting them, something that stormtroopers apparently excel at. Actually, they were portrayed as being pathetic...
Perhaps the stormtroopers had the skeletons with them and put them there to make it look like the two were dead?

Though they were portrayed, against the characters, as being inept at shooting, they wouldn't have been able to do their jobs well if they were constantly as terrible as portrayed. It is possible that Owen and Beru were covered in some flamable liquid and set alight, that'd account for the lack of skin and muscle. Either way it's implied and probably intended to be Owen and Beru.

The homestead was burning, so they probably were burning as well. The Stormtroopers would not plant the corpses there - that makes absolutely no sense, since none of them cared about, or knew about, Luke at that time. So, yes, they are dead, beyond any shadow of a doubt.

Actually, the torture practice of "burning" was invented to explain the skeletons, although I feel the flesh just burned off in the fires.

In burning, a blaster is set on the lowest setting. When fired, it burns away the hair, skin and muscle, leaving scorched bone exposed. Extremely painful, very brutal, and a good way to make people talk in about twenty seconds.

The stormtroopers adopted those ray guns from Mars Attacks! and started shooting up the place. It's the only explanation.

And you're calling stormies pathetic? I couldn't agree more. They even get beat up by little kids:

I have a question... if the lowest setting on a blaster exposes bone, what does the highest setting do?

Because to use the highest setting would waste power, risk overload and overheating. The standard setting is usually deadly enough.
